The public suffix list is a database of top level domain names. The database allows an application to determine if if a domain name requires an additional label to be valid.
Uses ----
The principal use in a web browser is to restrict supercookies being set, although it can also serve secondary purposes in the UI such as domain highlighting

pkgman install libnspsl
Careful: the file comes from HaikuPorts' own server, but installing it by hand is not the way in. It is pkgman that resolves the dependencies an .hpkg does not carry with it, and a package installed on its own may simply not run. Use the pkgman command above, unless you know exactly why you want the file.
